The best way I handle rocks and mountains is to go random with them. That's what they are essentially, all randomly placed.

Wow, I completely forgot about this! You really did an amazing job - like others have said, the colors, the dynamic poses, and the overall style is really quite attractive - the difference in color application and texture in the background really give it an interesting feel and is most certainly a fresh perspective in my eyes.

I feel honored for you to have done this for me, even if it is for a contest prize.

The shading and anatomy of the dragons is very well done. They look very alive and vibrant, and the fact that they're invading the borders of the background just add to the feeling that they might burst off the page (or in this case, out of the computer screen).

I think the composition is off, however, and I don't get a sense of depth to the dragons. Something isn't working about their placement in relation to each other and the background. The background itself looks unfinished. For the distant mountains, the rendering might work as is, but for the closer ground and the clouds, I suggest a blend brush.

I can see you've got a lot of skill, so I know your backgrounds will eventually match your pretty dragons. Best wishes ~
